Low air loss bleeds air continuously by design. When the pump has no reserve and the pressure setting depends on whoever is on shift, the fleet spends its life on the edge of an alarm.
At 8 L/min the pump has almost nothing left after the low-air-loss bleed. A loaded filter or a kinked hose is enough to trip an alternate-failure alarm.
